Check readiness to receive traffic

Checks configured PostgreSQL connectivity and the active Redis limiter connection without consuming quota or rate-limit allowance. Unconfigured dependencies are skipped. Results are cached for one second. This is not a schema, permission, SMTP, OAuth or linguistic-correctness check.
